Standard Job Description: Assistant Representative - Operations
Organizational Setting and Work Relationships
The Assistant Representative - Operations will function under direct supervision of the UNHCR Representative. The incumbent will advise and assist the Representative in the overall management of UNHCR's programme and administrative activities and issues of concern within the country operation in an effective and efficient manner which supports the Organization's mandate. The incumbent will also have direct working relationship/arrangement with the Head of UNHCR offices within the country. S/he will also have a responsibility to monitor, coach, and guide and intervene with the staff in the country.
UNHCR is well integrated into the UN Resident Coordinator System.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
Assist the Representative in the overall management of UNHCR's programme and administrative activities and issues of concern within the country of assignment in an effective and efficient manner which supports the Organization's mandate.
Promote, together with the Representative, UNHCR's objectives and priorities through formal and informal contacts with relevant government ministries and departments, UN Agencies, diplomatic missions, I/NGOs, media and other interested parties to raise support for the work of UNHCR.
Assist the Representative in supervising the implementation of the country operations plan to ensure that activities are in accordance with UNHCR guidelines.
Monitor the administration of field offices within the country.
Ensure effective and efficient management of financial and material resources within the rules and procedures of UNHCR.
Manage personnel through regular performance appraisals, coaching, and assessments of staff training and development needs.
Ensure that essential services for the general welfare of staff (e.g. living and working conditions, health, education, recreation, etc.) are in place. This includes the establishment of proper and efficient mechanisms to assist staff suffering from work-related pressure or post-traumatic stress.
Play an active role in the Security Management team (SMT) in the relevant country and the inter-agency security and contingency planning process; ensure that appropriate security measures and evacuation plans are in place to protect UNHCR staff, and that security guidelines and procedures as outlined by the Designated Official and UNDSS are complied with.
Report and provide recommendations/solutions to the Representative on political, socio-economic and cultural developments that may affect the situation of the refugees in the country.
Act as Officer-in-Charge in the absence of the Representative as required.
Set and enforce parameters, criteria and deadlines for the design, review and report of operations.
Enforce local compliance with UNHCR's workplace standards.
In coordination with headquarters and the regional office enforce country-level compliance with UNHCR's financial rules.
Enforce compliance with UNHCR's human resources policies (e.g. policies on gender, disabilities, diversity, ethics and HIV/AIDS).
Allocate resources to meet minimum standards for staff working and living conditions
Clear the submission of the country operations plan (including budgets, staffing levels and structures) as well as of funding submissions, appeals and report.
Represent UNHCR in UN and other operations management fora.
Enforce compliance with UNHCR's global strategies, protocols and guidelines.
Perform other related duties as required.

Nature of Position:: Under the direct supervision of the Representative, the incumbent will advise and assist the Representative with the overall management of the UNHCR operation in an effective and efficient manner which supports the Organization's mandate. S/he is also expected to stay abreast of the challenges posed to the country by the political context, the UN and humanitarian reform and institutional developments.
The incumbent will be supervising the Programme, Project Control, Livelihoods, Public Health, Education and Supply units. Considering the variety of stakeholders (government, embassies, donors, UN agencies and NGOs), and the imperative of maintaining a constructive relationship with all, the incumbent should have strong inter-personal & diplomatic skills and demonstrated inter-agency coordination competency.
Externally the incumbent acts as adviser or representative of the Organization with authority to discuss problems and seek common ground on which to recommend solutions based on predetermined guidelines provided by higher authority.
Living and Working Conditions:: Cairo is a family, category A duty station, has good residential areas and offers multiple touristic sites and locations to visit and enjoy. Cairo also offers excellent and frequent air connections to a wide range of international destinations. When it comes to accommodation, food, furniture and clothing, there is variety of choice withs the costs depending on the preferences of the incumbent. International banks and a wide variety of private health facilities are available, even though some international staff members opt to seek specialized medical services abroad. Bilingual and international schools are many, but some colleagues have experienced overt discrimination on the basis of nationality when trying to register their children into certain schools. Some international staff have experienced difficulties importing or exporting private vehicles as the customs-clearance process is cumbersome. Also, some staff members have experienced significant delays in the customs clearance of their personal belongings, leading to high demurrage and storage charges. Heavy traffic, air & noise pollution, and long commuting hours are often mentioned as challenging aspects of living in Cairo.
Occupational Safety and Health Considerations: The majority of Egypt is at Security Level 2 (Low) with the exception of the Western Desert (Security Level 3, Moderate) and the North Sinai (Security Level 5, High). UNHCR currently operates only in Low to Moderate security level areas. The security situation is relatively stable; however there have been a number of attacks on security (police and military) forces and on rare occasions religious and tourism sites. Civil unrest since 2015 is low, there are very rarely large demonstrations or public disorder incidents. The crime rate in the country is moderate with some incidents particularly in the crowded neighbourhoods of large cities (Cairo and Alexandria) such as thefts, burglary and robbery (e.g. bag snatchers especially against females). Sexual harassment against women and girls is high in the country targeting both Egyptian and foreigners. Hazards are the most challenging safety issue. Road accidents are common in Egypt, due to poor road conditions, dangerous driving and non-enforcement of traffic laws. Fires in apartments are a hazard, with electricity standards low causing electrical fires. Vulnerability to staff is exacerbated by disregard of safety advisories, such as installing smoke detectors and fire extinguishers in their residences.
