The Opportunity
The HR Operations Manager will assist the HR Director on assessments, HR strategy, coordinate recruitment, develop robust systems, policy and practice on people management. The role is expected to work day-to-day management of the HR function, such as recruitment and selection, implanting SCI policies, practices and regulations in line with the Egyptian Labour laws; including HRIS reviews, inductions and talent management, Regional office support on reports attendance management, compensation & benefits and overseeing payroll. Ensures the effective implementation of HR policies and procedures and will be accountable for ensuring the practices are consistent with Save the Children and compliant with local labour regulations. Supervise in effective implementation and management of HR systems. The HR manager will be required to make decisions independently within the scope of the HR function, influenced by human resources issues, policies, and compliance with local Egypt labour law. The HR Manager will provide direct support and supervision to HR staff with Egypt office as well as provide technical support to field offices .
Essential: QUALIFICATIONS AND EXPERIENCE: HR Administrative management :
Implement Human Resources policies in line with the organizational goals and ensure the consistent application and interpretation of existing policies through appropriate channels of consultation, coaching and communication.
Ensure the provision of good quality, appropriate and clearly communicated advice to line managers on all aspects of the HR policies and procedures, including recruitment management.
Ensure direct reports have clear objectives and deliverables quarterly/ annually with performance and development conversations.
Administer and monitor all benefits enrolments, changes and terminations. Ensure all personnel issues are done from employment, staff entitlements, leave tracking, orientation, probation, resignation, release letters, termination, staff exit process, recommendations, and follow up on any other personnel related paper work.
Make sure that all staff have personal files that are up to date with the support of the HR Assistant.
Ensure good quality reports are shared in regular basis with the HR director on all aspects of HR, with clear trend analysis.
Ensure adherence to any legal or data protection policies.
Support the HR director around planning and identifying gaps as well looking for best practices to address them.
Recruitment and Selection
Manage the day to day recruitment and selection function with the team for the CO and field offices to ensure that adequate staffing is maintained for successful program delivery through effective recruiting process.
Maintain an overall oversight of the weekly recruitment tracker and ensure recruitment lead time is strictly adhered , in line with client’s plans and works force panned by the Co
Advise and work closely with recruiting managers on the recruitment planning.
Ensure the right job descriptions, proper authorisation and application of recruitment procedures are followed and right timing for recruiting activity.
Provide monthly reports on recruitment achievement to SMT and ESMT.
Support managers in adherence and compliance of policies and processes on matters related to resourcing, terminations and compensation and benefits.

Compensation and Benefits
Monitor the consistent application of the grading system and ensure and correct assignment of salary grades to job titles within the SCI grading structure.
Oversee the processing of the payroll for SCI staff and ensure accuracy of data being submitted
Follow up with the insurance company on all queries relating to medical and life insurance including medical claims.
Supervise the effective attendance of staff and work closely with line managers to manage attendance.
Monitor absence levels and provide monthly management reports to the Human Resources Director
Supervise closely the management of HR information systems through effective coordination with the field HR team and in office focal points.
Ensure International payroll is well monitored and shared with regional office on due time.
Ensure monthly/quarterly reports on diversity, turnover and headcounts are submitted within given deadline to HRD and Regional office.
Communicate effectively with the international staff on their needs, leaves and ensure they are added to the Oracle system.
Learning and Development:
Contribute to Co HR capacity building plans and initiatives as needed, and in close coordination with
the Team’s L&D focal point.
Develop and deliver HR trainings for HR and non-HR personnel for all cadres of staff to raise awareness of HR processes and procedures.
D evelop a n d d e l i v er a L earn i n g a n d D e v elo p me n t ( L &D) p lan for t he C O, i de nt ify t r a in ing opportunities for staff and department heads to develop high quality teams and ensuring adequate budgets. Work closely with department heads to ensure linkage to the development needs as part of the D2P process.
Work with leadership and management to manage talent review process for staff as part of the annual cycle.
Travel to Field Offices (FOs) to provide hands-on practical support to managers and staff
General:
Monitor and advise on disciplinary matters in accordance with established policies and procedures and Labour Law of respective jurisdictions.
Actively promote Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
